Augur researches, Censor checks risk, Quaestor allocates, Mercator builds the transaction. Each office bonds Civitas Token against live capacity and keeps a public record.
Every proposed action is permitted or denied against the constitution. Denied actions still write a receipt. Permitted actions still wait for the citizen signature.
Offices bond the network token to serve mandates. Citizens lock it for extra slots. A Pons V2 market is intended after issuance. Pairing is not backing.
